Learning and Skills
City College Manchester, CCM, delivers learning and skills services to offenders in forty-one penal establishments throughout England. The service is contracted by the Learning & Skills Council, Her Majesty\\\'s Prison Service and Global Solutions Ltd. The college is the largest provider of offender learning, with over 20,000 students enrolled. All categories of offender are catered for, and the service is managed for the college by the Offender Learning Directorate.

Vision and Aims
The Directorate\\\'s vision is to provide individual offenders with an enhanced learning journey relevant to local labour market needs, enabling them to become economically active members of their communities by acquiring the necessary skills to equip them for sustainable employment. The Directorate\\\'s aim is to lead, manage and develop provision in order to reduce re-offending and contribute to social inclusion through a wide ranging curriculum, which includes a core of Skills for Life, personal and social skills and work-related vocational training.

Working with offenders
There are many opportunities for those interested in working with offenders: in addition to Learning & Skills Managers, the Offender Learning Directorate also employs assessors, administrative staff, lecturers, induction tutors and others. All staff are qualified to national standards and are supported by a dedicated training programme.

Learning within establishments
Currently the college delivers two discrete learning journeys, the adult journey and the juvenile journey. Both are based on the following activities, which are targeted in different ways at the appropriate age group:
• IAG, assessment and the development of ILPs;
• Literacy, language and numeracy skills;
• ICT skills;
• Work-related training;
• Higher education;
• The arts and enrichment activities;
• Personal and social development;
• Distance learning, resource-based learning and e-learning;
• Preparation for release and resettlement.
All delivery is subject to national quality standards and ALI/Ofsted Inspection. The contracts provide lecturer/trainer hours to a weekly order for classes. The order varies according to the establishment\\\'s needs. The Governor or Director of the establishment determines the content of the order, depending on the offender\\\'s learning journey. Provision is usually for 50 weeks per year, including day-time, evenings and occasionally weekends.
